Paramagnetism can be defined as a magnetic state of an atom which is unpaired with one or more electrons. These unpaired electrons get attracted with a force of magnetic field. This happy die to the dipole moments which happens in electron magnet. On the other hand, diamagnetism is referred to a state where these are characterized by paired electrons. 

So as to conclude, as there is a presence of unpaired electrons, Cl atom is considered as paramagnetic as it is weak.
