  • Pre-Launch (Illegal): A pre-launch happens when a developer advertises, markets, or collects money for a project before receiving its official RERA registration number and necessary approvals. Under Section 3 of the Real Estate (Regulation and Development) Act, 2016, pre-launches are strictly illegal. Developers facing violations can be fined up to 10% of the total estimated project cost.

  • RERA-Registered New Launch (Legal): A legally compliant launch occurs only after the developer receives an active HRERA number. This ensures that 70% of buyer funds are deposited into a dedicated escrow account, layout plans are approved, and strict completion timelines are legally binding.

If any broker or sales manager asks for a token amount or Expression of Interest (EOI) by saying RERA is "under process," do not make a payment until you verify the registration number on the official Haryana RERA portal.
