It totally depends on whether you are travelling solo or with a group. In this answer, I am mainly covering the travelling and stay expenses since the tourist attractions tickets are very economical and as good as negligible.
If you are travelling SOLO, you can either take your own car or hire one as there are no Volvos. The second option is to book train tickets from delhi to Kotdwar and take bus or cab from there. . Train starts from old Delhi railway station. It takes around 1 to 1.5 hours from kotdwara to Lansdowne. You can either hire a cab or take a local bus and this may be the cheapest option. Cab fare from kotdwara to Lansdowne is very nominal. It can be anywhere between Rs. 80 to Rs. 200 depending upon whether you are taking shared vehicle or individual .
Solo travellers should definitely opt for camping option under the stars instead on the cliche boring bedroom. It's economical as well as interesting with some fun activities.
This all comes down to 3500Rs.-4000Rs for the entire trip.
If you are travelling with FAMILY or GROUP of friends, board the bus from Akshardham metro station in New Delhi and set off on a journey to Lansdowne over long highways through winding roads. Reach the destination at 8:30 am. The hotel rates ranges anywhere between 3000Rs-7000Rs. and the choice is completely up to your needs. All in all the entire tripe would cost around 5000Rs-6000Rs per person, if it's a group travel.
