What are the RTO guidelines for carrier in private cars in India?

RTO guidelines in India for carrier in private vehicles are really very vague and uncertain. People tell of their personal experiences and it comes out that different Indian states have different rules for the allowance of carriers in private cars.

In states like Punjab and Haryana, no one actually cares if you have rooftop carriers on your private cars or not. But if you are taking your Delhi-registered car with a carrier to Rajasthan or Gujarat, cops may trouble you. The rules can differ from state to state in India. While in Gujarat you can be penalized for attaching carriers to your private vehicles, there are no such rules mentioned in West Bengal and many other states. The risk of penalization for carriers in private cars is always there, so my advice to you would be to avoid it.

Although, there is no mention of any restriction of roof carrier in CMVA (Central Motor Vehicle act), some states have over riders which can super cede by State Motor vehicle act
