
What are the RTO guidelines for carrier in private cars in India?

The rules can differ from state to state in India. While in Gujarat you can be penalized for attaching carriers to your private vehicles, there are no such rules mentioned in West Bengal and many other states. The risk of penalization for carriers in private cars is always there, so my advice to you would be to avoid it.
Although, there is no mention of any restriction of roof carrier in CMVA (Central Motor Vehicle act), some states have over riders which can super cede by State Motor vehicle act
In India, roof carriers or luggage racks on private cars are generally allowed, and the Motor Vehicles Act does not clearly ban them. However, there are some important RTO and safety guidelines that vehicle owners are expected to follow.
- The carrier should not block the driver’s view.
- It should not cover headlights, indicators, number plates, or brake lights.
- The luggage must be tied properly and should not fall or hang dangerously outside the car.
- Overloading beyond the vehicle’s recommended roof-load limit is not allowed.
- In some states, local RTOs may ask for approval or may have additional rules.
Many people use roof carriers for long trips, but poorly fitted carriers or unsafe loading can lead to fines or safety issues during checking.
