RTO guidelines in India for carrier in private vehicles are really very vague and uncertain. People tell of their personal experiences and it comes out that different Indian states have different rules for the allowance of carriers in private cars.

In states like Punjab and Haryana, no one actually cares if you have rooftop carriers on your private cars or not. But if you are taking your Delhi-registered car with a carrier to Rajasthan or Gujarat, cops may trouble you. In Madhya Pradesh too, it turns out, that having carriers on your private cars is not a problem.

For more specific details, you can get into touch with any car accessory store. Since they work with these things, they will be able to give you the most precise and latest information about RTO guidelines in different Indian states.

The rules can differ from state to state in India. While in Gujarat you can be penalized for attaching carriers to your private vehicles, there are no such rules mentioned in West Bengal and many other states. The risk of penalization for carriers in private cars is always there, so my advice to you would be to avoid it.

Although, there is no mention of any restriction of roof carrier in CMVA (Central Motor Vehicle act), some states have over riders which can super cede by State Motor vehicle act

In India, RTO guidelines for carriers in private cars state that:

  1. Personal goods can be carried, but commercial goods require a commercial vehicle permit.

  2. Roof racks and carriers must be securely mounted and not obstruct the driver’s view or exceed the car's weight limit.

  3. Overloading or using private cars for commercial purposes without proper permits can result in fines.

Private cars can carry personal luggage, but safety and weight limits must be followed to avoid penalties.

In India, roof carriers or luggage racks on private cars are generally allowed, and the Motor Vehicles Act does not clearly ban them. However, there are some important RTO and safety guidelines that vehicle owners are expected to follow.

  • The carrier should not block the driver’s view.
  • It should not cover headlights, indicators, number plates, or brake lights.
  • The luggage must be tied properly and should not fall or hang dangerously outside the car.
  • Overloading beyond the vehicle’s recommended roof-load limit is not allowed.
  • In some states, local RTOs may ask for approval or may have additional rules.

Many people use roof carriers for long trips, but poorly fitted carriers or unsafe loading can lead to fines or safety issues during checking.
