The following article looks at what democracy is and/or authority.

For those who are new to this, the author describes the two terms as follows:

Democracy is a system of government by which people or a group of people makes collective decisions or law with respect to public affairs and issues. Authority refers to the right and power that individuals have over others, even if these individuals happen to be united in one group.

As you can see, there isn’t much ambiguity on these terms, except for the words “public affairs” which leaves it open for interpretation on how such things would be decided upon.
