Manpower planning and resourcing involves the process of forecasting the demand for, and the supply of, skilled workers. It can also be used as a strategic tool in mergers and acquisitions to analyze how various factors, such as labor market trends or new technologies, might impact business strategies.
Although it is closely related to human resources management, manpower planning and resourcing has a more operational focus than HRM. This is because it doesn't include what most HR managers would consider "human resource." Instead after an analysis of demand and supply rates by skillsets is completed; businesses will typically decide how best to meet those demands through either hiring more people or acquiring other companies with resources that suit their needs.
