What is the difference between wholesaler and retailer?

Wholesaler sells the products in bulk at very cheap prices to the business owners. The wholesaler sells only specific items in maximum amount of goods. Whereas the Retailer buy goods in bulk from the wholesaler and then breaks into small parts and repack the items and sell it to the end user at higher prices.
There is no difference in the quality of the products, the only difference is the products are well packed in retailing.
