Because they can be strict and still have expats who move there because of tax-free income. I have lived in Dubai and know many others who have been born and raised there. You are being extremely disingenuous claiming you have no freedom in Dubai. When you move to a new country, adapting to local culture is a part of it. The UAE government is very generous when it comes to being religiously tolerant compared to the rest of the Middle East. Every time there is a threat, they send police protection on government dime to non-Muslim places of worship. I have met several Middle Eastern Christians who mention that Dubai is a lot safer for them as a non-Muslim than their own country.

Dubai is one of the best, lawful, peaceful and mesmerizing country of the gulf region. Known for its tough Islamic religion Dubai is known for its tough rules and regulations whether it’s for the tourists or for their own citizens.

Mostly people say Dubai is tough on drugs, tourists can get in trouble for drinking alcohol outside designated areas; and people who have sex in public can find themselves facing the full force of the law. There are another unpredictable ways in which of falling foul of the law in Dubai.

Dubai is very conservative when it comes to bad language using some foul words or language can land you in trouble. Swearing, profanities, insults and "all kind of vulgar language" are considered obscene acts –such as making rude gestures - and offenders can be fined or jailed.
There are certain Do’s and Don’ts which need to be followed in Dubai some are as follows.

With all the above laws Dubai being an Islamic country follows certain tradition which is not acceptable in their country. The reason behind is their Islamic religion. principle which they follow such as its illegal to hold hand in public or doing some unwanted sexual activities, rapes, drugs, are all crime in the eyes of their religion.

I think it is a wrong perception people have developed over time. If someone is serial offender, they may find Dubai strict. Following the law is not strict. For example if you are driving roughly you are putting your life in danger as well as other commuters. If they are strict in road safety laws you cannot label it strict.

The costs are competive when contrasted with Europe (they were exceptionally aggressive when the Euro was more grounded). A couple of year prior I was talking about that subject with an associate and I was stating that a few fortes are progressively costly in Dubai for instance I needed to pay what could be compared to 25 Euro for a flan (a kind of cake extremely famous in France), she took a gander at me and said "It's been quite a while you haven't purchased a Flan in France? is it accurate to say that it isn't?"

Dubai is a strict country, but it is not as strict as many other countries in the region. It is also much safer and, as you mentioned, has tax-free income.

Yes, VPN is illegal, but many people use it. The police will never have a chance to go through your computer to know you use it anyway, unless you get yourself in trouble. Skype video chatting is not blocked anymore, but calling is not available just so the communication companies can make more money. Same with Whatsapp calls.

Furthermore, you will not get in trouble for simply holding someones hand. Kissing in public and being overly affectionate is another thing, but simply holding hands is perfectly fine.

The alcohol license is only needed to buy alcohol, but it's still possible to drink at a bar or restaurant without it. You can also buy alcohol at the airport's duty free without needing a license.

Saying you would live in "constant fear" while living in Dubai is a huge exaggeration. People should be aware of its laws if they plan to live or visit, but overall it is very easy to avoid trouble. It does not have as much freedom as many Western countries, but it is also not as oppressive as you think. It's fine if you don't like it, but many people are happy to live there.
