Why No action can be taken against Hafiz Saeed?

Hafiz Muhammad Saeed founder of Lashkar -e-taiba and chief of Jama'at- ud-Da’wah is an
internationally known terrorist figure and for Pakistan an Islamist militant. Even though being a UN designated terrorist Hafiz Saeed hold immunity from the government of Pakistan, thus enabling any other international body to take legal actions. Even with bounty of 10$ million from US state government reaching Saeed is impossible. Both India and US have given multiple proofs of Saeed links with terrorism and hijacking on international border yet Pakistan is giving full immunity to him.
Reason for immunity by Pak govt is because even though Saeed is an international terrorist he
is not a threat to Pakistan. Pakistan categorizes militant threats into three spheres: 1) Groups
that are threat to Pakistan only, 2) Groups that are threat to both Pakistan and the United
States, 3) Groups that are a threat to only the United States, India, or any other country. Hafiz
has also transformed his image into a political and social personal renouncing violence
altogether.
Being the perfect mix of what the current situation of pakistan required i.e an ant Indian
personality and true patriotic to Pakistan, Hafiz Saeed is able to negotiate and persuade
different militant groups. This diplomacy is enabling him to earn huge support among people of
Pak and militant altogether, thus delaying any action against him
