It's no secret that Pakistan isn’t run by its elected government but rather by its military. So, following the Pulwama Attack, whatever their Prime Minister Imran Khan said in his speech must definitely have had in consideration of the country's military.

Remember, Imran Khan came in power with massive support from the armed forces. So, that's the biggest reason why he must act as their puppet; if it wasn't for them, there's a good chance that he might not be here in the first place.

But that aside, his aggressive speech (even with the proposal of peace) had to do a lot with the strong stance he took during his election campaigns. He bashed the then-PM Nawaz Sharif for taking a neutral position against India's alleged hostile measures. He promised the voters that when he'll come in power, he will act strongly against India. So, seeing signs of a possible attack from the Indian side following the Pulwama attack, he had to make a strong statement to keep his campaign promises and come off as a fierce leader.

His is a story much similar to that of Indian PM Narendra Modi's. Even Modi bashed Congress for diplomatic, pacific stance with Pakistan. Even he promised that he would act strongly against Pakistan. So, following Pulwama attack, a lot of pressure was on him and his government. He had to act and give a strong message across the border, as was his promise in his campaigns. Pakistan Prime Minister Imran Khan stands in the same position.

The only difference is, his speech in response to Pulwama attack wasn't solely to appease the voters. He had to give that speech because of possible pressure from his military. They might deny as much as they want and call themselves a "democracy", Pakistan is run by its military. Period. And PM Imran Khan and his government are no more than military's puppet.
