Being an SEO person I will say NO. SEO is a decent outsourcing alternative for individuals who have enthusiasm for advanced markets and are energetic about adopting new things immediately. Website design enhancement only doesn't work but it's a learning procedure on account of changing calculations likewise the market practices.

You can't state that you know everything about SEO. You need to continue looking for new things which is the best thing about SEO.

My some concerns are that you cannot track the effort of the resource and it's not easy to track the person who is doing the SEO work.
Now the SEO market is so corrupt that it has become disadvantageous for the clients.

It depends upon the target of your company and no of experience that SEO experts hold. If he'she is a good amount time for your project then it's good to hire that SEO professional. If the opposite is happening then you can ask that freelancer to stop his/her work for your project.
