Many police departments use hand held radios for communicating with each other during an active pursuit or to stay in contact when officers split up for tactical purposes. A number of aircraft have been known to use them as well, especially older ones that don't feature standard cockpit radios but do have external communications capabilities enabled by a VHF out-of-band transceiver (VOX).
