You need to start outlook in safe mode. Just follow these given below steps:

  • Choose Start > Run.
  • Type Outlook/safe and click on Ok.
  • In the Choose Profiles dialog box, accept the default setting of Outlook and click on OK.
  • If prompted enter your password and click on Accept.

If it starts in safe mode then the problem is in your add-ins. You need to disable all your Add-ins before starting Outlook.

If you are using Office 365, you can download and use this automated tool to diagnose and fix many issues, even when you cannot start Microsoft Outlook.
Download the Support and Recovery Assistant application from Microsoft.
Run the installation. After it is installed, Support and Recovery Assistant will automatically start.
Agree to accept the license agreement.
Choose Outlook as the program you want help with.
Click Next.
Click Outlook Won\'t Start and click Next.
Click Yes to confirm you are using the affected computer.
Click Next.
Enter the email address and password you use for Office 365 and click Next.
Wait while the app diagnoses your problem.
Review the results when the assistant is finished.
Follow the prompts and exit the tool if it repairs Outlook.
Check for suggestions of other solutions if the tool is not able to correct the problem.

If Outlook isn’t starting, there could be a few common reasons behind it, but you can try these simple fixes: First, try opening Microsoft Outlook in safe mode by pressing Windows + R, typing outlook.exe /safe, and hitting Enter. If it opens, the issue is likely caused by an add-in, which you can disable from settings. Another thing you can try is repairing Outlook from Control Panel → Programs → Microsoft Office, then click on “Change” and select the repair option. Sometimes the problem is with the Outlook profile, so creating a new profile from Mail settings can help. Also, make sure your system and Office are updated because outdated versions can cause errors. If nothing works, the issue might be related to corrupted Outlook data files, and in that case using a reliable repair method or tool can help fix the problem.
