I suppose the best phraseology is definitely "Happy New Year."
Having said this, I even have observed that human beings frequently say "Happy New Year's." I bet that's quick for "Happy New Year's Eve." But most people don't reflect onconsideration on it, and do not realize that it is a mistake in phrasing.
